In general, facilities applying for a permit for a newly constructed or modified "major" air pollution source will use ERCs to offset their emission increases from an existing source that generated ERCs within a similar geographical area. ERCs may also be used for: 1 retirement for the purpose of a net air quality benefit for the state; 2 to demonstrate attainment in Ohio's State Implementation Plan SIP ; or 3 as part of an internal netting demonstration of a net emissions increase as long as the source using the ERCs is the same source that generated and banked ERCs.

If you want to use un-verified ERCs for the purpose of offsetting emissions or internal netting, Ohio EPA will still need to review the credibility of the emission reductions as part of the permitting process.

Keep in mind that the verification process during the use phase when permitting occurs will likely take more time than it would for you to use ERCs that were verified in advance of the permitting process.

All parties should understand the risk involved in transactions, and subsequent requests for use, of un-verified ERCs. However, there are a few factors that could cause ERCs to be discounted over time. Households and small businesses receive the California Climate Credit.

You will automatically receive the Climate Credit if you receive electricity from an investor-owned utility company, electric service provider or community choice aggregation provider CCA and are receiving utility service during the period the Credit is distributed. If you are a California residential customer from the following companies, you are eligible to receive the credit:.

Residential customers can receive credits for both their electric and natural gas purchases. All submetered customers are eligible for both credits. If you are a small business customer from the following companies, you are eligible to receive the credit:. Small business customers are commercial, industrial, or agricultural customers that typically use less than 20 kilowatts kW of maximum power in a month.

If you are a nonprofit organization or school, you also qualify. You are eligible if your power demand hasn't exceeded 20 kW more than three times in the last year. If you're not sure whether you're receiving the Climate Credit, the first thing to do is contact your utility or CCA, the same as you would do with any billing questions.

That's because although we oversee the credit and can help with any remaining questions you have, your utility or CCA is best positioned to access your individual records and answer questions about your account. The credit goes to all residential electricity and natural gas customers. Having solar does not affect your credit either way. The landlord that receives the utility bill must pass on the electric and natural gas California Climate Credits to you as their tenant.

The utilities provide information to landlords or master meter customers to make sure they know how much California Climate Credit to return. The calculation of credits generated from pollutant reduction activities should be done using the same calculation method as contained in the DEP-approved verification plan. DEP registration of credits is required for credit trading to occur and for credits to be applied toward permit cap loads or resold.

Registration means approval has been given by DEP for a sale of credits upon review of an agreement between a buyer and seller. Credits must be certified and verified before being traded and registered. Trades take place through direct communication between credit buyers and credit generators. Buyers can check the list to see which generators have credits available and then contact the generators using the Certified Generator Contact Information link on the Nutrient Credit Reports page under Credit Certification.

Registration requests from point and nonpoint sources are logged in, reviewed for administrative completeness, and then reviewed for technical accuracy. Entities wanting to register the buying or selling of credits with DEP must submit their request using the Nutrient Credit Registration Request form form instructions may be found on the Trading Resources page.

A copy of the valid contract between buyer and seller must accompany the Registration Request Form. Traded credits must be documented in a valid contract for their purchase prior to registration. The information outlined on this website is intended to supplement existing requirements.
